It commemorates the forth Rugby World Cup hosted in Wales and hosts a Isle of Man brilliant uncirculated one crown coin and Royal Mail stamps. FDC hand signed by Cliff Morgan, a Welsh rugby union player. Cancelled postmark Rugby 1999 Cardiff 1st October 1999.
